Leading with Care Close to Home

What helps keep mental health and addiction services available close to home? Discover how the Mental Health Recovery Board Serving Warren and Clinton Counties plans, funds, and oversees a network of care for Warren and Clinton Counties—and why that work matters to you.

What Does the Board Do?

The Mental Health Recovery Board Serving Warren & Clinton Counties (MHRBWCC) is the local board responsible for planning, funding, monitoring, and evaluating public mental health and addiction services in Warren and Clinton counties.

Established in 1969, MHRBWCC is part of Ohio's network of Alcohol, Drug Addiction, and Mental Health Services (ADAMHS) Boards. Our role is to help ensure residents have access to high-quality behavioral health services and supports when they need them. Governed by Ohio Revised Code Chapter 340, we work to strengthen the local behavioral health system and improve outcomes for individuals, families, and communities.

MHRBWCC supports a coordinated continuum of care that addresses five key areas:

  • Prevention
  • Crisis Services
  • Community Services
  • Justice System Services
  • Recovery Support Services

Focus on Planning

How We Plan

MHRBWCC serves as the community planning agency for mental health and addiction services, helping identify local needs, establish priorities, and strengthen partnerships throughout the region.

Planning is an ongoing process that takes place year-round through community conversations, stakeholder meetings, surveys, data analysis, and input from providers, schools, hospitals, first responders, families, and community members.

Why It Matters

By listening to the community and using data to guide decisions, the Board helps ensure that people of all ages have access to prevention programs, crisis services, treatment, and recovery supports close to home. This work supports a healthier, more connected community where help and hope are available when they are needed most.

Focus on Funding

Using federal, state, and local levy funds, MHRBWCC contracts with qualified community providers to deliver prevention, treatment, crisis intervention, recovery support, housing assistance, and other essential behavioral health services.

How We Fund

Each December, the Board begins its annual pre-contracting Request for Proposals (RFP) process to identify organizations interested in providing services to Warren and Clinton County residents during the upcoming fiscal year.

Organizations must meet established standards, including applicable state or national accreditation, licensure, or certification requirements. Applicants must also demonstrate good standing through their certification status, organizational history, fiscal stability, and long-term sustainability.

Qualified organizations submit a Pre-Contracting Questionnaire for review. Following evaluation by the Board, selected organizations may be invited to submit a full proposal by the deadline published on the Board's website.

Why It Matters

Each year, MHRBWCC works closely with providers and community partners to assess local needs and invest public resources where they can achieve the greatest impact. This funding helps thousands of Warren and Clinton County residents access care close to home, regardless of their ability to pay.

By supporting a strong network of provider agencies, MHRBWCC helps ensure that help, hope, and recovery are available when and where they are needed most.

Focus on Monitoring

How We Monitor

MHRBWCC monitors funded services through regular program reviews, performance reporting, site visits, and agency audits. These activities help ensure that services remain effective, appropriate, and aligned with Ohio law, Board policies, contractual requirements, and community priorities.

We work collaboratively with provider agencies to support continuous improvement and accountability throughout the behavioral health system.

Why It Matters

Monitoring helps ensure that public funding is used responsibly and that services are delivering meaningful outcomes for individuals, families, and the community.

Focus on Evaluating

How We Evaluate

MHRBWCC works closely with the organizations we fund to measure outcomes, identify emerging community needs, and ensure services remain effective and responsive.

We regularly review performance measures, service utilization data, outcome reports, and community trends to guide funding decisions and strengthen the local behavioral health system.

Information We Track Includes:

  • Number of people receiving services and demographic information
  • Crisis calls and requests for support
  • Types and frequency of services provided
  • Housing stability and recovery outcomes
  • Client satisfaction and self-reported outcomes
  • Clinical progress and treatment outcomes

In addition to provider-reported data, we monitor local, state, and national trends related to mental health, substance use, and recovery. This information helps us identify emerging needs, strengthen prevention efforts, and connect residents with the right resources at the right time.

Why It Matters

Evaluation helps us understand what is working, where gaps exist, and how community resources can be invested most effectively. By using data to inform decision-making, MHRBWCC strives to improve behavioral health outcomes and build a stronger system of care for all residents of Warren and Clinton counties.
