MHRBWCC's Position on Marijuana Legalization
At a meeting of the MHRBWCC Board of Directors on September 9th, 2015, the members passed a position on the current efforts to legalize marijuana in the state of Ohio. The position makes three distinct points:
Position One: The Board of Directors opposes the legalization and commercialization of marijuana for recreational purposes.
- Many equate “legal” to “safe”. Research has shown that as the perception of harm among youth decreases, use increases.
- There are several concerns with the current initiative (issue 3) in Ohio to legalize marijuana for recreational purposes:
- The amendment legalizes recreational use and growth of marijuana by individuals 21 years of age and older and allows every adult (21 and older) in Ohio to grow, possess, and use marijuana
- The amendment also allows for marijuana-infused products, such as brownies, cookies, and candy. Often, these products contain extremely high concentrations of THC, the active component in marijuana
- The amendment allows for 1,100 marijuana stores across the state, about 50% more than the number of McDonald’s restaurants and 5 times more than the number of Starbucks across the state.
- The amendment makes access by children inevitable. Home-cultivated marijuana plants must be kept behind locked doors. Because of the large amounts that can legally be possessed, marijuana will be as easily obtainable by teenagers as tobacco
Position Two: The Board of Directors believe that legalizing marijuana for medical use should not be decided by legislative or voter initiative. Marijuana should be subject to the same research, consideration and study as any other potential medicine, under the standards of the U.S. Food and Drug Administration (FDA).
- Voter or legislative initiative does not meet the scientific standards for approval of medicine. Voters do not vote on new antibiotics or other potential medications
- Voter and legislative passage of marijuana-as-medicine laws may actually inhibit good medicine because they shortcut the necessary step of researching the marijuana plant and the chemicals within that may have legitimate medical applications
- Emotional testimony and personal opinion should not dictate medical treatment
Position Three: The Board of Directors supports controlled research into the benefits of cannabis-based medicines which follow the basic tenets of good medicine, and which would provide scientifically-valid support for the conditions it is proven to help; controlled strength and purity; appropriate dosage levels; and safe means of administration.
- There is already a substantial body of research demonstrating the health and safety risks from the use of marijuana
- More research on marijuana, including possible medical applications as well as research on associated health and impairment risks from the use of marijuana, is needed
- Not only is there a need for more research on any possible medical benefits, but also on identifying the chemicals within marijuana associated with any benefits, appropriate dosage levels, and safe means of administration, should medical benefits exist

FY 20 Mini-Grant Program
MHRBWCC plans to award several mini-grants for the FY 2020 funding year, with a $10,000 maximum per award.
Purpose: Fund innovative projects that will positively affect the health and wellness of Warren and Clinton County residents. Funded projects will primarily focus on improving mental health and/or prevent substance abuse. The purpose of the mini-grant project is to enhance partnerships and creativity by investing in prevention services provided by providers in the community.
Eligible applicants: Organizations who are non-profit, charitable, educational, or governmental with a Federal Tax ID number. Other Organized Groups with a fiscal agent who meets one of the above are also eligible.
Application Deadline: Mini-grant applications will be accepted on a rolling basis. Applications received by the 15th of the month will be reviewed and a funding decision made no later than the end of the following month.

Clients' Rights as Consumers of Publicly Funded Services
MHRBWCC believes that everyone who applies for and/or receives mental health and/or substance addiction services through our network of contract agencies has rights. These rights are outlined for you here.
Individuals and groups interested in further information or presentations regarding these rights and the grievance procedure may contact the Mental Health Recovery Services’ Clients Rights Officer at 513-695-1695.
Likewise, each of our contract providers has a Client Rights Officer who is responsible for ensuring your rights at the agency level. They are also available to assist with resolving problems or concerns related to your rights.
To share hope and caring to achieve recovery from mental illness, alcoholism, and drug addiction. Our expectations for recovery include the acquisition of meaningful roles, sobriety, healthy relationships with friends and family, and a joyful life.
Our system supports communities in Clinton and Warren Counties as they respond to behavioral health issues through prevention, intervention, treatment, rehabilitation and asset building services.
How is our board of directors selected?
The MHRS Board of Directors is a diverse group appointed by the Ohio Department of Mental Health and Addiction Services (OhioMHAS), and the Warren and Clinton County Commissioners. By Ohio law, each appointee is limited to two consecutive terms of four years each.
OhioMHAS names six members that include professionals, consumers, family members, and advocates for people with mental illness and/or substance addictions. County commissioners appoint the remaining members of the 14-member board based on population. Currently, Warren County Commissioners appoint six members, while Clinton County Commissioners appoint two.
Meetings are held on the 2nd Wednesday of each month from 5:30 to 7:30 p.m. at 212 Cook Rd., Lebanon, OH.
Who We Are
Mental Health Recovery Board Serving Warren & Clinton Counties (MHRBWCC) is the local board of mental health and addiction services (also called an ADAMHS board). As outlined in Ohio Revised Code Chapter 340, MHRBWCC plans, funds, monitors, and evaluates services and programs for people seeking help to recover from mental health and/or addiction issues. Here's how we do that:
MHRBWCC works with community stakeholders such as clients, family members, provider agencies, and members of the community to plan the system of care so that it is cost effective, high quality, and culturally competent
MHRBWCC provides funding to this system through a local levy, federal and state allocations, grants through partnerships with both public and private entities.
Through regular reviews and agency audits, MHRBWCC looks at how provider agencies are doing on service and program delivery to ensure quality and effectiveness.
MHRBWCC looks at various statistics and outputs that we require from the agencies with which we contract, and make necessary changes to make sure all clients are receiving quality care.
In November 2017, the MHRBWCC Board of Directors reviewed and approved the strategic goal and objectives for the next three years. This plan grew out of a review of the prior goals and objectives and a multi-pronged review of services and programs with our partner agencies and community members.

At Mental Health Recovery Services of Warren and Clinton Counties (Board), we are committed to protecting your health information and safeguarding that information against unauthorized use or disclosure. This Notice will tell you how we may use and disclose your health information. It also describes your rights and the obligations we have regarding the use and disclosure of your health information.
We are required by law to 1) maintain the privacy of your health information; 2) provide you Notice of our legal duties and privacy practices with respect to your health information; 3) to abide by the terms of the Notice that is currently in effect; and 4) to notify you if there is a breach of your unsecured health information.
HOW WE MAY USE AND DISCLOSE YOUR PERSONAL HEALTH INFORMATION
When you receive services paid for in full or part by the Board, we receive health information about you. We may receive, use or share that health information for such activities as payment for services provided to you, conducting our internal health care operations, communicating with your healthcare providers about your treatment and for other purposes permitted or required by law. The following are examples of the types of uses and disclosures of your personal information that we are permitted to make:
Payment - We may use or disclose information about the services provided to you and payment for those services for payment activities such as confirming your eligibility, obtaining payment for services, managing your claims, utilization review activities and processing of health care data.
Health Care Operations - We may use your health information to train staff, manage costs, conduct quality review activities, perform required business duties, and improve our services and business operations.
Treatment - We do not provide treatment but we may share your personal health information with your health care providers to assist in coordinating your care.
Other Uses and Disclosures - We may also use or disclose your personal health information for the following reasons as permitted or required by applicable law: To alert proper authorities if we reasonably believe that you may be a victim of abuse, neglect, domestic violence or other crimes; to reduce or prevent threats to public health and safety; for health oversight activities such as evaluations, investigations, audits, and inspections; to governmental agencies that monitor your services; for lawsuits and similar proceedings; for public health purposes such as to prevent the spread of a communicable disease; for certain approved research purposes; for law enforcement reasons if required by law or in regards to a crime or suspect; to correctional institutions in regards to inmates; to coroners, medical examiners and funeral directors (for decedents); as required by law; for organ and tissue donation; for specialized government functions such as military and veterans activities, national security and intelligence purposes, and protection of the President; for Workers’ Compensation purposes; for the management and coordination of public benefits programs; to respond to requests from the U.S. Department of Health and Human Services; and for us to receive assistance from consultants that have signed an agreement requiring them to maintain the confidentiality of your personal information. Also, if you have a guardian or a power of attorney, we are permitted to provide information to your guardian or attorney in fact. We may use your personal health information to contact you for assistance in passing levies or to raise funds for the Board unless you notify the Board that you wish to opt out of receiving such communications.
Uses and Disclosures That Require Your Permission
We are prohibited from selling your personal information, such as to a company that wants your information in order to contact you about their services, without your written permission.
We are prohibited from using or disclosing your personal information for marketing purposes, such as to promote our services, without your written permission.
All other uses and disclosures of your health information not described in this Notice will be made only with your written permission. If you provide us permission to use or disclose health information about you, you may revoke that permission, in writing, at any time. If you revoke your permission, we will no longer use or disclose your health information for the purposes state in your written permission except for those that we have already made prior to your revoking that permission.
Prohibited Uses and Disclosures
If we use or disclose your health information for underwriting purposes, we are prohibited from using and disclosing the genetic information in your health information for such purposes.
POTENTIAL IMPACT OF OTHER APPLICABLE LAWS
If any state or federal privacy laws require us to provide you with more privacy protections than those explained here, then we must also follow that law. For example, drug and alcohol treatment records generally receive greater protections under federal law.
YOUR RIGHTS REGARDING YOUR PERSONAL HEALTH INFORMATION
You have the following rights regarding your health information:
- Right to Request Restrictions. You have the right to request that we restrict the information we use or disclose about you for purposes of treatment, payment, health care operations and informing individuals involved in your care about your care or payment for that care. We will consider all requests for restrictions carefully but are not required to agree to any requested restrictions.*
- Right to Request Confidential Communications. You have the right to request that when we need to communicate with you, we do so in a certain way or at a certain location. For example, you can request that we only contact you by mail or at a certain phone number.
- Right to Inspect and Copy. You have the right to request access to certain health information we have about you. Fees may apply to copied information.*
- Right to Amend. You have the right to request corrections or additions to certain health information we have about you. You must provide us with your reasons for requesting the change.*
- Right to An Accounting of Disclosures. You have the right to request an accounting of the disclosures we make of your health information, except for those made with your permission and those related to treatment, payment, our health care operations, and certain other purposes. Your request must include a timeframe for the accounting, which must be within the six years prior to your request. The first accounting is free but a fee will apply if more than one request is made in a 12-month period.*
- Right to a Paper Copy of Notice. You have the right to receive a paper copy of this Notice. This Notice is also available at our web site (www.mhrsonline.org), but you may obtain a paper copy by contacting the Board Office.

This guideline documents the process and documentation required for the Ohio Department of Mental Health and Addiction Services (OhioMHAS) approval of board member appointment. Pursuant to Section 340.02 of the ORC, the OhioMHAS Director shall appoint six members to 14 member boards. The remaining appointees (hereafter referred to as Appointees) are to be appointed by the board[s] of County Commissioners.
OhioMHAS Values, General Guidelines, and Core Belief
Having all of OhioMHAS’ appointment seats full is desirable and assures that the interests of Ohio residents who need mental health and addiction treatment, prevention, and peer/recovery support services are protected in each local community.
Board appointment candidates must reflect non-discrimination against any person or group of persons and assure the diversity of the board area in race, ethnicity, age, color, religion, sex, national origin, sexual orientation, disability or veteran status. Boards are in the best position to recruit and recommend qualified local residents that reflect the demographic makeup of the local board area. OhioMHAS reserves the right to recruit applicants for vacant appointments.
Volunteer service as board members is essential in designing an effective and efficient mental health and addiction system of care. Members must:
- Attend all board meetings
- Attend board member training sessions
- Maintain applicable Ohio professional licenses
- Serve on applicable subcommittees of the board
If conflicts of interest or disqualifying conditions arise after appointment is made appointees are expected to notify OhioMHAS and, if necessary, resign the appointment.
Prospective board members who wish to be appointed to vacant seats must complete, sign and date, the board member appointment application and give the application to the Executive Director of the Board or designee and/or the Chairman/President of the Board.
Board members who wish to be reappointed, and are eligible for reappointment must complete, sign and date, a current board member appointment application prior to the appointed expiration date (June 30th of the end of term year). Once completed, the applicant should give the application to the Executive Director of the Board or designee and/or the Chairman/President of the Board.

MHRBWCC was formed in 1969, after Ohio lawmakers passed legislation creating community mental health boards. Over the years, MHRBWCC and other boards received additional responsibilities, forming what are known now as alcohol, drug addiction, and mental health services (ADAMHS) boards.
Today, MHRBWCC works alongside contracted provider agencies to ensure that strong mental health and addiction services are available for residents who need them. We conduct research into community needs; plan, fund, and evaluate the services and programs that agencies provide; and monitor the outcomes of those services so that our communities remain strong and good places to live, work, and play.
The MHRS team is dedicated to the care of every Warren & Clinton County resident whose life is touched by mental illness and/or addiction: people in treatment and recovery, their families, their neighbors, their coworkers, their caregivers, and their communities.
